Instead of retconning out the pink hair, i'll keep it as a secondary mutation. Also note: she's short.
PERSONALITY: Utena sometimes comes across as someone almost childishly naive. This is true to a point, but her motivations are far more complex. Her seeming naivette is semi-deliberate, a product of her sincere desire to be like her "prince", who she cannot visualize as cynical at all. Utena has a view of humans that seeks the good in almost everyone, consigning a few to the role of villain. This tends to lead her into trouble, allowing her to be manipulated by those who hid their true faces.
This isn't entirely a bad thing though. The strength of her idealism makes her brave and determined, able to leap into the fray and fight against almost impossible odds. It also makes her compassionate, willing to take risks for those she thinks need her protection.

Since the end of the duel game, infant cynicism has begun to temper this, allowing her to at least make a detect manipulative bastard roll, rather than automatically failing it.

She has some sense of herself as a failed hero and it has given her a (completely new to anyone who knew her before) tendency to brood. Still, she often manages to shake off the rainclouds by calling on her previous stern optimism. But not always.

Being from a feminist allegory, she's a natural feminist herself. Telling her that a girl can't do something will lead to scorn. Persisting in saying so will lead to challenges. She's not afraid to tangle with anyone (well OK, she is sometimes afraid, but she'll suck it up and fight anyway). This doesn't guarantee she'll win of course, but between her iron will when it comes to such matters and her natural athletic talent, she has a pretty good chance.
She's a fairly physical person. When needing to blow off steam, she usually expresses it in playing sports or some other athletic activity. When she's nervous or uncomfortable, she has a tendency to start stretching. This is a pretty deeply ingrained habit, so being around her might net you the comical sight of her doing spontaneous lunges at a black tie function.
Speaking of physicality, the topic of sex and sexuality is something that makes her somewhat uncomfortable. Her orientation is somewhere near the middle of the Kinsey Scale but the act itself is associated with bad memories for her. Coming on strong will result in her freaking out and probably punching you (but trying to be subtle will result in it going over her head; it's a no-win situation).
As the previous paragraphs probably showed you, Utena's a kind of a go-my-own-way individual. She's not a snob about it, she won't wear her hair in a mohawk (it's pink anyway) and call you a sheeple but she will stick to her own way of doing things, which includes wearing boy's clothes. Anything less would feel like a bit of a betrayal something she's had before.

Utena comes down somewhat firmly on Magneto's side in the debate on mutant rights. She believes strongly in the need for mutants to come out of the gene-closet or whatever the term is, and openly establish and fight for their presence. This is an outgrowth of her honest, unsuble personality. However this may also come off as insulting to those mutants who, for whatever reason, have to hide. Her opinion on Magneto may change if she gets to meet him, as if he's not careful, he'll give off Akio-esque vibes to her.
POWERS/ABILITIES: Utena recieves increased physical attributes: her speed and strength are increased several times from the human baseline, she can make leaps to about shoulder height without a running starts, and her reflexes have a much faster response time than any baseline human. She's also more durable, able to take harder blows than the baseline. She heals at the same rate as a baseline human though. Also note that while her muscular power is increased, her bones are normal, meaning that striking a hard enough blow could cause her to accidentally dislocate a joint or begin to suffer from the common ailments of bodybuilders, such as Impingement Syndrome.

This increase in strength, speed and durability also extends to any melee weapon she may be using, which instantly becomes lighter, more balanced, etc in her hands. With training this may extend to thrown weapons, but it remains utterly useless for any kind of projectile.

HOWEVER! These mutations are difficult to activate if she doesn't believe she's fighting for something. If she's not currently engaged in fighting for a cause she believes in or protecting somebody, in order to access her mutation it takes some psyching up and the result is weaker and less reliable.

As a secondary mutation, while in such a state she sometimes seems to glow or sparkle.

AU HISTORY:

The following facts are known about Akio Ohtori and Anthy Himemiya:

-Though appearing to be a man in his 20s and his teenage sister, they are centuries old, at least. It's possible that they skip over the decades, looking for opportunities to unseal his powers.

-Some time in the last several centuries, Akio, then known by a different name, was a powerful mutant who protected an area, enacted justice, slew monsters, etc. However his abilities were overtaxed, and to prevent him dying, his sister sealed away most of his power into a number of psychicly sensitive artifacts in their keep.

-Subsuquently, a mob gathered to demand what the 'witch' had done with her hero brother. As a mutant and a foreign woman with strange, pagan ways, she was already on precarious ground and this tipped things over into violence. The mob did horrific things to her. Their hatred and the pain of their attacks reflected back into her psychicly sensitive mind, and ever since she has had regular attacks of reliving that pain.

-Afterwards, neither could unseal it, as the experience had shattered him as well. It would become useable only by one matching the psychic profile of a younger Akio. In other words, a pure and noble hero, which he no longer was, especially after beating her for it.

-Over these centuries, Akio has tried many methods to attempt to unseal his power, with Anthy in his thrall, looking for heros with noble enough hearts and strong enough wills to unseal his powers in his stead. He's had countless names, been countless people. He's persecuted his own kind as part of the inquisition, hoping religious fanaticism might produce a pure enough heart for it. He founded many an elightenment era secret society to expand his power and amuse himself with libertine games. He is, in short, nothing like the good hearted young hero he used to be. Call him Lucifer and he'd just smile.

-Obviously, he and Anthy are immensely powerful mutants. A case could be made for placing them in the Omega Class, were the full extent of their powers known. It is known that one of Akio's is the use of illusions that are, like those of Mastermind, fully "real" to the victim. One of Anthy's is the ability to influence probability to grant the wishes of others.

-Akio has been the 'Deputy Chairman' of Ohtori Academy for some time. The true chairman lies ill (while Akio diddles his wife).

-The school is host to a secret society of mutant duellists, who fight for the possession of Anthy. Winning her permanently, assures Ends Of The World (Akio's pen name, obviously) will grant you whatever your heart's desire is most (and indeed the combination of Anthy's wish-fulfilling power and Akio's full psychic power could grant many a wish). Some fight to cure their mutation and become "normal", some fight to become more powerful, some fight for love or more abstract concepts.

I have a much longer history of Akio and Anthy that I wrote for this app but discarded it as it left very little wiggle room for a potential player of one of them. Nevertheless, I can post it on request.

The history of the duel game and the ways in which he got the psychic energy necessary to generate an illusion the size of the arena and hide it away from the outside world was unsavory, even by his standards. In order to harvest the psychic energy necessary for the task, he manipulated a professor of the school into arson, leading to a hundred dead boys he could harvest the mental energy of in their dying throes. Did I mention Akio's kindof a dick? This allowed him to construct the quasi-illusory world known as Ohtori Academy and run through a few test rounds of the duel game.

Yet there was one final ingredients missing: a hero raised from a young age for this task. Utena Tenjou was to be that hero.

Utena was born to comfortably petit-bouergoise parents in the town of Hou-o, Japan. She was a rambunctious young girl, constantly dirtying herself, getting into fights and being a danger to her parents' bouergoise respectability. The only time she sat still was when she was reading or watching stories of brave knights and princes on white horses: The Brothers Grimm, Ribbon No Kishi, Lord Of The Rings, Rose Of Versailles, etc.

When her parents were killed by a drunk driver, Akio, who had been monitoring every family with mutant blood in the area, saw his opportunity. He adopted the guise of his younger self, the noble prince, and approached the distraught young girl. He showed her a vision of a girl beset by a mob, actually a retouched version of young Anthy. "This girl feels the pain of that to this day. But if you never lose your strength and nobility, even when you grow up, someday you will be capable of becoming her prince and protecting her, as I could not." He said, wrapping her in a rose scented embrace. He then gave her a ring to remember him by and left. Naturally, being all of about six and Akio being not just terribly persuasive but also a powerful psychic illusionist, young Utena bought it.

Placed in the care of family, in the years since, Utena vowed to be like her mysterious "prince", becoming even more tomboyish and getting into all the typical things a child fancying themselves a hero does: taking on bullies, rescuing kittens, etc. As she grew, she was presented with enough of these opportunities by the ever-watchful Akio, who kept a close eye on all his "investments".

Age thirteen, her powers began to manifest. This caused no small amount of distress to her aunt and threatened her status in school. However, consultation with the higher ups revealed that Ohtori Academy actually had a program for students like her. The headmaster reassured her parents that all would be well, and Utena in return recieved extra tutoring (which she hated) in keeping her powers hidden. She grew to be well liked by her peers (particularly the academy's girls) and a star of every sport she tried.

Age fifteen, she came upon a distressing sight: Saionji Kyouichi, student council member, backhanding a dark skinned girl with purple hair. Utena moved quickly to intervene, protecting her and demanding an explanation. Saionji, noticing her signet ring, explained that she was The Rose Bride, a powerful mutant whose power allowed her to grant the wishes of her 'possessor' and that the elite of the academy secretly fought for control of her in ritualised duels. In reality however, these duels were a product of Akio's attempts to produce a mutant hero who could serve his purposes.

Enraged, Utena immediately challenged him to such a duel. To everyone's surprise, she won. From then on, she and Anthy Himemiya were inseperable, sharing a room. Utena tried to break her of her subservient habits, but centuries of conditioning weren't fixable so easily. Besides, Anthy had her own ways of getting things done. In that time, Akio revealed himself as Anthy's brother, pretending ignorance to the duel game and charming his way into her life.

It was a long struggle, but she managed it. Utena was eventually the victor of every student duel, no mean feat for a relatively short girl. Of course, Akio had manipulated the game behind the scenes to maximize her chances. One part of the attempt was a success: Utena now fit the psychic profile of a hero.

The second part of the plan was to make Utena loyal to him. To this end, Akio began a clandestine relationship with her, eventually culminating in a very skeevy seduction. All that finished, she was informed of one final duel before her.

Entering the secret arena they used, she was face to face with Akio himself, who revealed himself as the "prince" who had appeared to her as a child, and asked her to stand down and be his woman forever. However, Akio had underestimated the bond of loyalty that had grown between her and Anthy and she refused.

What happened next was a confused welter of images to her. To this day, she doesn't quite understand what happened. The following facts are known though:

-There was an immense psychic eruption in an unused part of Ohtori Academy.

-Utena woke up in a hospital, having been treated for a stab wound with a sword.

-Before the eruption, Akio had exercised an escape clause he'd placed in her mind: He erased his revelation that he had been her "prince", undoubtedly as some kind of fail safe for future attempts to gain control of her again.

-Her confused story did not sit well with the doctors, who were ready to transfer her to a psychiatric ward. Only an Xavier Institute representative believed her, the X-Men having no small amount of experience with powerful illusionists.

The trouble is, with her loss of memory, she knows no more about the roots of this cynicism than she does about the roots of her idealism. Both spring from some event in the time before she woke up in the hospital that she cannot name or apprehend. Her recollection is entirely in terms of archetypes: Witch, Prince, Knight, Monster, Queen, etc. Encountering people who also fit those archetypes neatly may trigger her, PTSD style. Especially triggering are Witches and Princes. She has some sense of herself as a failed hero and it has given her a (completely new to anyone who knew her before) tendency to brood. Name: Nobility

Form: A white rose with a four foot long stem. Although as flexible as any other rose stem, it appears to be uncuttable by normal means, making it useful as a whip or grappling weapon. Its thorns are viciously curved backwards, to catch in skin or clothes. It seems to twine slowly around whatever it touches. Note that the thorns are also capable of penetrating its owner's skin as well. They don't discriminate!
